Sur fond de la première élection présidentielle au suffrage universel direct, le film suit un adolescent qui sèche les cours, joue au billard et fréquente des bandes. Cette agitation révèle en filigrane l’ombre menaçante de la crise des missiles du détroit de Taïwan.
